Takao Saito works in the licensing department of Panasonic IP Management, handling SEP and non-SEP licensing matters including in telecoms and semiconductor products. Mr Saito is a California attorney and a Japan patent attorney and has handled all types of transaction relating to intellectual property, including licensing, technology transfers, IP acquisition and patent infringement litigation. He has more than 18 years’ experience in IP licensing activities.

Mr Saito began his career in 2003 in the licensing department of the IP rights operations company at Panasonic. He has gained experience in many patent cases in a variety of high-tech fields, including consumer tech, electronics, computers, semiconductors, smartphones and medical devices. Mr Saito was in-house strategist on Therasense Inc v Becton Dickinson & Co (649 F.3d 1276 (Fed Cir 2011)), a medical-device case where Panasonic Health Care was a supplier of a defendant and obtained a successful summary judgment on one patent and a verdict of invalidity/inequitable conduct on a second patent, including an award of attorneys’ fees, setting the current standards for inequitable conduct through an en banc appeal.

Mr Saito worked for two years as foreign liaison at Amster, Rothstein & Ebenstein LLP in New York City, actively participating in patent infringement litigation and patent licensing. He is a part-time lecturer at the Kwansei Gakuin University School of Law and Politics, as well as at the Japan Patent Attorneys Association, addressing such topics as US patent litigation and patent licence agreements. He is currently studying for his PhD in law with a focus on intellectual property at Kyoto University.
