Ian Harvey was CEO of BTG plc from 1985 until his retirement in 2004. He oversaw the privatisation of BTG in 1992, its public flotation in 1995, a demerger of part of its business and raised £250 million in business expansion capital. BTG was the world’s leading technology commercialisation company and had been patenting and licensing globally since the early 1950s.

Mr Harvey was chair of the UK government’s IP Advisory Committee from 2001 to 2005 and the UK Intellectual Property Institute from 1999 to 2011. After a degree in mechanical sciences from Cambridge University, Mr Harvey’s early career was as an engineer with Vickers and Laporte Industries in the aerospace and chemical industries. After an MBA from Harvard Business School, he worked with the World Bank in a variety of roles in South Asia and French-speaking West Africa.

Since 2008 Mr Harvey has run a course on innovation, intellectual property and business strategy at Tsinghua University in Beijing (now in Chinese) and chairs the Advisory Board of the IP Centre in x-lab, Tsinghua’s innovation lab. He is adjunct professor at Imperial College Business School and a member of its IP Centre’s advisory board. He is adviser to the Northern Technology Exchange Market, Tianjin, China and a member of the Industry Advisory Board at the Centre for IP Studies – a joint programme of Chalmers and Gothenburg Universities – and of the new Norwegian Intellectual Property Institute. He has an honorary doctorate from the University of Wolverhampton and is a fellow of Nottingham University.

Mr Harvey’s interests lie in the history and trends of global innovation and the role of intellectual property in economic growth. He has written many articles and book chapters, and lectures widely on global IP and technology issues, particularly where they relate to business. His primary interests are helping senior executives understand the role of intellectual property and IP strategy in their businesses, as well as helping foreign business leaders to understand the major strides that China has made in both intellectual property and innovation.
